It has been over two months since the incident where a drunk, former police Colonel struck and killed a person in Hanoi, yet shockingly, criminal charges have still not been brought forward. It is worth noting that under Vietnamese law, a decision on whether or not to prosecute a criminal case must be officially announced within two months of the incident; any extension must also be communicated to the victim's family. The photo below shows the text messages sent by the victim’s child. This was likely the very last time they would ever text, "Mom, are you home yet?"
