How do I fix and prevent paint bubbling in bathroom?

There are tiny bubbles forming under my newly painted bathroom wall (mid grade latex paint.) How do I fix this and prevent these bubbles from emerging elsewhere? My guess is to pop the existing bubbles, and then prime the wall with Zinser Peel Stop, and then paint with a high grade paint designed for bathrooms. Would that do it?
