Is this normal?

Had not had an issue with any of my stuff for 25 years, now I have to take out my outdoor rug and have a cement floor instead as well as get rid of my grill? Are all those items restrictions normal for HOA to say we cant have on our patios/balconies?

My seedlings are way too big for their 4 inch pots now and being in a 6a im still a couple of weeks away from a "safe" transplant window. Forecast shows 60-80 day temperatures for the next 10 days but a couple of nights at 43-48.

Has anyone successfully used these cones to protect tomatoes from the cold? Doesn't that ventilation open top let in cold air? Or does the heat rise from the soil and due to narrowing walls it gets trapped with little escaping at the top?
