Rental car damage. Need help!

Hello! I rented a car through National for 5 days. Booked with my Capital one venture X card. I declined National’s coverage since the credit card covers it. One of my family members hit my parked rental car while backing out his car. It broke the tail light and dented the rear of the car.
How should I proceed from here? Provide my family member’s insurance information to National rental car company or file a claim through my credit card? Greatly appreciate the guidance.

Is this normal?

Used stainless steel for the first time ever. Made chicken. 8 oz chicken cut into nugget sized pieces. I ensured pan was hot by doing the dancing water and then once dried, I sprayed avocado oil. Then cooked for 5 mins, flipped and the cooked for another 4 mins. What did I do wrong that it’s burnt like this? The chicken itself is not necessarily burnt. Appreciate any advice! Thank you!
