2017 Toyota Corolla

Here’s a video of what the wheel does when it rotates. It only makes this squeaking noise when wheel is on and tightened. Rotor doesn’t make any noise when I spin it and brake pads look fine. Dust cover doesn’t contact anywhere I’ve already checked numerous times. I cleaned it everything with brake cleaner as well.
Appreciate any help.
