I’m asking you to investigate something happening in Broward County that sits directly at the intersection of street politics, Broward rap, Kodak Black’s orbit, law enforcement, and a young artist who never got the chance to become as famous as he was becoming.
His name was Off 10.
Before getting into how he died, you need to understand who he was, who he was connected to, and why his death matters.
Off 10 wasn’t just some random person whose name became attached to a police shooting.
He was an up-and-coming Broward rapper, connected to the world around Lil Cric, LKB/Loyalty and Kodak Black’s South Florida/Vulture Love orbit, and according to the people closest to him, his relationship with that movement was becoming much more serious.
He was on the verge of signing with Kodak Black’s Vulture Love Records.
That’s important.
Because if you’re going to understand Off 10, you have to understand the ecosystem he was coming out of.
There is an entire younger generation of Broward street rappers, crews, friendships, rivalries and neighborhood politics developing underneath the nationally recognized Kodak Black story. Some of these relationships overlap. Some don’t. Some of these people grew up together. Others became enemies.
Off 10 was coming up inside that world.
He was gaining momentum.
He had relationships that mattered.
And his proximity to Vulture Love meant there was a legitimate possibility that people far outside Broward were eventually going to know his name.
Then police killed him.
And that’s where this stops being only a rap story.
THE STREETS OF BROWARD BELIEVE THERE IS ANOTHER SIDE TO THIS WAR THAT NOBODY IS DOCUMENTING: THE POLICE.
I want to be careful with that sentence.
I’m not telling you every allegation circulating in Broward has already been proven.
I’m telling you that there is enough fear, enough stories, enough accusations and enough people independently questioning what these specialized officers are doing that somebody needs to investigate it instead of laughing it off as street paranoia.
People are talking about specialized Broward Sheriff’s Office officers operating from unmarked vehicles, tactical vans and specialized units, rather than the uniformed deputy most people picture when they hear “police.”
And the allegations coming from the streets are ugly.
People allege that certain officers or units are:
following people.
watching houses.
following relatives and girlfriends to locate suspects.
jumping out of unmarked vehicles.
conducting extraordinarily aggressive arrests.
beating people before they have any meaningful opportunity to comply.
using excessive force.
manufacturing or planting narcotics/evidence.
harassing people repeatedly.
using questionable tactics that people describe as entrapment.
And, most seriously, killing people under circumstances their families believe have never been adequately explained.
Again, those are allegations.
So investigate them.
Because something being a “street allegation” doesn’t automatically make it true.
But it doesn’t automatically make it false either.
That’s what evidence is for.
AND THAT BRINGS YOU TO OFF 10.
I have personally spoken with people extremely close to him, including his mother, his brother, his girlfriend and his best friend.
Their account is straightforward:
OFF 10 WAS UNARMED.
They dispute the narrative surrounding his death.
They say police had been trying to locate him over a fleeing-and-eluding situation and that people around him were being watched while officers searched for him.
Think about the proportionality of that for a second.
We’re not talking about somebody police needed to rescue a hostage from.
We’re talking about somebody they wanted to arrest.
So one of the questions worth investigating is:
Why did locating Off 10 require this level of tactical attention?
Why were people around him allegedly being followed?
What intelligence did officers actually have?
What did they believe he had done?
What information was given to the tactical officers?
What were their instructions when they found him?
And what was the objective:
ARREST HIM OR HUNT HIM?
Those are two very different things.
According to the account provided to me by people close to Off 10, he encountered law enforcement around a gas station and ran.
They say he didn’t have a gun.
They say that during his final moments, he reached for his asthma inhaler.
Then officers opened fire.
His family describes catastrophic gunshot injuries to his face, eyes, mouth/teeth, throat and chest and believes he was struck an extraordinary number of times.
If their account is wrong, evidence can demonstrate that.
If their account is right, Broward County has some extremely serious questions to answer.
Either way:
RELEASE THE FOOTAGE.
Release the complete body-camera recordings.
Release every relevant surveillance angle.
Release the incident reports.
Release the evidence logs.
Release the dispatch communications.
Release the tactical briefing.
Identify exactly which officers fired.
Identify how many rounds each officer fired.
Explain what each officer says he saw.
If police say Off 10 possessed a weapon, show exactly where it was recovered, who recovered it, when it was recovered, how it was photographed, how it was processed and its complete chain of custody.
Don’t ask the public to choose between the Sheriff’s Office and a grieving family.
SHOW US.
AND THEN ROSS, GO ONE LEVEL DEEPER.
Don’t investigate Off 10’s shooting in isolation.
Investigate the officers and specialized units themselves.
Look into the teams people in Broward refer to as BAT, VIPER, CMT and other specialized enforcement/tactical operations, and first establish exactly what each unit is actually called, what agency controls it and what authority it has.
Then start building a spreadsheet.
Every officer.
Every complaint.
Every lawsuit.
Every shooting.
Every excessive-force allegation.
Every narcotics allegation.
Every internal-affairs investigation.
Every suspension.
Every termination.
Every reinstatement.
Every criminal defendant who accused one of these officers of planting evidence.
Every body-camera controversy.
Every case where prosecutors declined charges or evidence disappeared.
Every civil settlement.
Every officer who repeatedly appears in controversial encounters.
Then start connecting the dots.
Because one of the biggest questions people in Broward have is incredibly simple:
WHO POLICES THESE POLICE?
Why do people describe officers jumping from unmarked vehicles and immediately putting hands on them?
Why do people say they aren’t being told what they’re being arrested for until after they’re already on the ground?
Why do some residents describe encounters where commands and de-escalation seem to come after physical force instead of before it?
Why are there people who believe these units can follow them, surround them, raid them, beat them or arrest them without meaningful consequences?
What oversight exists?
Who reviews their operations?
Who investigates their complaints?
How many complaints have been sustained?
How often is body-camera footage missing, unavailable or withheld?
How many people arrested by these units ultimately had their cases dismissed?
How many officers have generated repeated use-of-force complaints?
And when an officer crosses the line:
WHO ACTUALLY HOLDS HIM ACCOUNTABLE?
THERE’S AN EVEN DARKER PART OF THIS, BUT IT NEEDS INVESTIGATION BEFORE ANYONE PRESENTS IT AS FACT.
There is currently street talk in Broward alleging that certain people have effectively been marked for death by people connected to law enforcement.
Some people literally describe it as a “hit list.”
There are people who believe certain civilians are being followed and targeted and that some encounters aren’t happening randomly.
That is an enormous accusation.
I cannot independently prove it.
I’m not asking you to tell millions of viewers that it’s true.
I’m asking you to determine why people are saying it.
Find the people who claim they’re being targeted.
Interview them separately.
Don’t let them hear each other’s stories first.
Ask for dates.
Cars.
Officers.
Locations.
License plates.
Arrest paperwork.
Videos.
Messages.
Witnesses.
Then compare their stories.
If ten people tell ten completely different stories, that tells you something.
But if unrelated people start giving you the same unit names, same officers, same vehicles, same tactics and same patterns, now you’ve found something that deserves serious scrutiny.
THAT’S THE DOCUMENTARY I’M ASKING YOU TO MAKE.
Not:
“Broward Sheriff’s Office is guilty because Reddit says so.”
That’s easy to dismiss.
The real investigation is:
“WHAT THE HELL IS ACTUALLY HAPPENING IN BROWARD COUNTY?”
Start with Off 10.
Start with his rise through Broward’s rap scene.
Map Off 10, Lil Cric, LKB/Loyalty, Vulture Love, Kodak Black and the surrounding relationships and conflicts accurately.
Then map the police side.
Map the specialized units.
Map the officers.
Map the shootings.
Map the complaints.
Map the lawsuits.
Map the allegations.
Map the people who say they’ve been followed.
Map the people who say they’ve been beaten.
Map the narcotics/evidence allegations.
Then put the two maps on top of each other and see whether there is actually a pattern.
Don’t manufacture a conspiracy.
TEST ONE.
Take the Sheriff’s story.
Take Off 10’s family’s story.
Take the streets’ story.
Put all three on the table.
Pull the records.
Find the footage.
Interview the officers.
Interview former officers.
Interview defense attorneys.
Interview prosecutors.
Interview the families.
Interview the people who say they survived encounters with these units.
And most importantly:
SIT DOWN WITH OFF 10’S MOTHER.
Let her tell you what happened to her son.
Let his brother talk.
Let his girlfriend talk.
Let his best friend talk.
Ask them what Off 10 was carrying.
Ask about his asthma.
Ask what they were told immediately after he died.
Ask what changed afterward.
Ask what evidence they’ve actually been allowed to see.
Ask what they’ve repeatedly requested and still haven’t received.
Then ask Broward Sheriff’s Office the same questions on camera.
There are additional details I deliberately haven’t written publicly.
Some are considerably darker.
Some involve allegations that should be independently corroborated before anybody puts them in a documentary.
And some will require you to actually come to Broward and talk to people who aren’t going to put what they know underneath their government name on Reddit.
That’s why I’m contacting you.
You investigate worlds outsiders don’t understand.
Well, there’s a story developing in Broward that the rest of America barely knows exists.
And Off 10 may be the doorway into it.
WHO WAS OFF 10?
WHY WAS THIS LEVEL OF FORCE USED TO CAPTURE HIM?
WAS HE ARMED?
WHAT DID THE OFFICERS ACTUALLY SEE?
WHY DOES HIS FAMILY’S ACCOUNT DIFFER SO DRAMATICALLY FROM THE NARRATIVE SURROUNDING HIS DEATH?
WHAT DO THE BODY CAMERAS SHOW?
WHAT HAVE THESE SAME OFFICERS AND UNITS BEEN ACCUSED OF BEFORE?
AND WHO IS POLICING THE PEOPLE WITH THE POWER TO POLICE EVERYBODY ELSE?
We don’t need another rumor.
We don’t need another press release.
We need the evidence.
JUSTICE FOR OFF 10.
RELEASE THE FOOTAGE.
LET HIS FAMILY BE HEARD.
AND SOMEBODY PLEASE START ASKING BROWARD COUNTY THE QUESTIONS EVERYBODY DOWN HERE IS AFRAID TO ASK.
