Dead dog Brighton beach

I’m devastated and don’t know what to do. Just found a dead dog (looks like a little dachshund) on the beach directly in front of Flour Pot cafe/ the boats. Poor little thing looks in a bad way- looks to have washed in from the sea. Not sure what to do in this situation/ how it came to be here- the sea is incredibly rough today so I wonder if it got into trouble. I know the owner must be going out of their mind not knowing where he/she is. I told the Brighton council office and they said their shift was ending but they’d take a look tomorrow morning to see if it’s still there.. I flagged down two dog owners to see if they could help (thinking maybe we could get to a vet to see if there’s a microchip so wonder can be informed) but no help. I have a small child and dog with me so can’t do much myself

First time buyer- structural engineer advice needed

Me and my partner are buying a house in the UK and it’s our first property. It’s a 2 bed Victorian terrace in pretty good condition for the age. However we had a survey done and it found a crack to a purlin in the loft eaves. Basically, someone did some renos on the place over a decade ago and didn’t get planning permission/ building regs sign off. They’ve taken out a wall downstairs joining the lounge and dining room and also done a loft conversion (so taken out some structural beams in the attic). The loft conversion wasn’t listed as a bedroom/ habitable room when we put an offer in but we just want to make sure it is structurally sound and we won’t run into issues further down the line when we want to sell (and potentially look at getting a fixed staircase so as to use it as an office).

We’re looking to get a structural engineer to do a report (will also need to get a builder in so that the engineer can look at the supporting beams etc) so it’s obviously a massive expense. Is this something that the seller should pay for or do you think we could use it to negotiate on the price?

We feel stuck as we’re first time buyers so don’t want to overreact but want to protect ourselves if we want to do works ourselves in the future. And we know once we sign the contract, we inherit any issues created by previous owners.
