Hello, I've been a huge fan of the entire Animal Crossing series, so I know that I have to keep content related to ACNL, but I will compare games in the series to emphasize my question. Also, I don't know if this is the right flair, but I'm 'looking for' some help plz.

I created a new "vanilla" save file two years ago, became mayor and made a huge mistake by adding the camp in a public works project (idk if that's how they call it because I have the game in Spanish), and so I remember booting the game every day to see no villager inside that building.

The thing is that, no one moves out of my town, and I've been having some of the same villagers since I moved in and became mayor. Two years and some villagers I've been having for a very long time still haven't told me they wanted to move out.

I mean, I love some villagers, don't get me wrong, but I really feel like my town is static and unchanging, and I hate that. Nothing changes in my town, and I really like when, in previous games like the GameCube, DS or the Wii version that the villagers move in and move out relatively fast, or at least some of them. That's what makes this game alive in my opinion.

But yeah, I tried removing the camp by speaking to Isabelle in the town hall, but somehow it cannot be removed. I also tried to remove the 'perfect town' ordinance and made the town look worse, which after some months I booted back and saw that a villager moved out. Could that be the case? Does a perfect town make villagers stay? What can I do to make the town's villagers move in and out faster? Thank you in advance.

For some more info: I used to have vapecord in previous game files, which is the Luma3ds plugin that makes you cheat and do crazy stuff. But as I mentioned before, I created a vanilla save file, so no vapecord this time. I used the save editor a year ago and did nothing crazy, just put some bags of turnips on the plaza floor (where the big tree is located) because at that time we couldn't play online with Pretendo I think. But yeah, I didn't change anything else so I don't break the save file. I also have lots of checkpoints saved in the checkpoint app in case I messed up. Phineas still gives me badges, so I think that's a sign that my save isn't corrupted.
