[PC][Early 2000s] Action game with multiple planets, two factions per world, on-foot but can only kill enemies from vehicles

Notable characters: No specific character names remembered. Each faction base had a commander/leader NPC who gave you missions via short cutscene when you entered the base.
Notable gameplay mechanics:
- Each world/planet had TWO opposing factions with separate bases
- You could CHOOSE which faction to join at the start of each world
- You played mostly ON FOOT but could NOT kill enemies unless you were inside a vehicle
- Vehicles were found scattered around the map
- Allies shown as GREEN triangles on minimap, enemies as RED triangles
