Perspective of our galaxy

I have always wondered what we actually look at when we see the Milky Way galaxy in the sky (probably provided you are not in such an urban place).

Since we are pretty far out on a galaxy spiral arm, shouldn't there be a difference between looking into the center of the galaxy or outwards? Or is the distance so immense that it doesn't matter? Shouldn't Milky Way be brighter when earths rotation allows you to look into the center of the galaxy?
