Bills period is the same from 6/4 to 6/5 also show reading date as 6/5.

But the actual reading date is 9/5 so that units used reaches above 200 units.

Then they charge the full bill amount and no scheme benifits.

Political parties announce such schemes for votes in election, but find such loop holes to deprive the voters of such benefits.
