Input latency And Bugs?

I just started playing the game for the first time in years and I'm experiencing a lot of bugs and nearly unplayable amounts of input latency. I'm running it on Xbox series x and its the digital version installed to my hard drive.

I only put about 2 hours into the game when I first got it and I don't remember it being this buggy and slow. The camera takes at least 2 seconds to turn, jumping, attacking and moving around feels like an eternity between button press and in game action. It seriously feels like I'm streaming it on a slow connection but its playing directly from my console.

Is this just a weird issue I'm dealing with or is there latency built into the game. Just look at what happened in the opening of the game. This feels so bad.

So I'm in the beginning stages of world building and plotting my next novel. I am hoping to do a fall from grace arc for the protagonist and am running into an issue. In my second novel I have already done this arc but I am unsure if I will ever release this novel due to a conflict I am facing with the overall plot I wrote. I'm curious as to your thoughts if I should reuse this character arc in my new novel or try writing a new arc.

For context, my second novel is an epic fantasy in which a family of humans are torn apart by tragedy. The mother loses her mind and begins using dark magic to seek revenge and power. She seeks out the location of a god by seducing a young woman into the darkness who holds knowledge of where the god is located. This young woman falls completely into the darkness and becomes a powerful necromancer. My new novel will be a science fantasy story inspired by things like Star Wars. The basic pitch is that the protagonist is a young individual discovering their identity through the realization that they have a connection to magic that only women are capable of. I want this book to be a hero to villain kind of story where the protagonist is put in a position where they have to choose survival over morality.

Because of how I wrote my second book and it being my second ever novel it is highly flawed and I don't know if I should release it but I love this particular arc. Should I reuse this arc or try something new?
