Can I floor to these joists, use the stilts or a secret 3rd option someone wants to tell me?

I’m trying to floor a bit of my attic for storage and there are some joists that are hard to find lower in the insulation and I got stilts. But there are 2 (so far as I can see) joists that are raised almost above the insulation. Is it enough space to floor on top of?
