Advice Please - School is now saying they want to hold my Kid back and repeat 2nd Grade

Update: thank you all for the insights. I agree it can potentially be a good thing. We will meet tomorrow to find out more. It did catch us off guard bc i would have assumed they would have brought up an IEP or 504 earlier in the year. For context he hasn’t struggled previously. Ended 1st grade on the honor roll. The fact that he’s struggled so much this year has caught us off guard. Hoping to find out more tomorrow and do what’s best for him

Hello! My now 8 year old boy has been medicated (currently adjusting dose), is doing OT, has a tutor etc. He is very smart, but doesn't always test well (goes too fast, impatient, bored etc) I had planned to ask during our next parent teacher conference about setting up a 504 or IEP for him especially going into 3rd. However, I just got off of the phone unexpectedly and the teacher told us the decision has been made to hold him back. This caught me off guard as i have been told that in 2nd grade the parents can decline this, but in 3rd its stictly based on test scores. I am unsure if this is the right decision. I'm worried that it will cause more harm than good emotionally (we are already planning to keep the tutor this summer and again, set up more help via IEP). Has anyone gone through this? If so, how did it go? Was it the right move? I want to do what's best for him. I'm hoping that if we do hold him back, that if he tests well at the beginning of the year he has a chance to move back up, but am not sure if thats an option. Going to another school is not an option - this school in fact as the best record in terms of accomadations. Any thoughts or suggestions would be apprreciated. thank you
