Hi guys, so I have some pigmentation around my mouth( not as dark irl). But it also has some like blood vessels that I can see if i stretch my skin (pic attached). What can I do to improve. Also is this a pigmentation issue or blood vessel vascular issue? Is there any test i can do to find out?

I'm insecure because of the assymetry and bulge. As well as the canthal tilt. Please let me know what procedures would help
