Can someone explain the Empire of the Hand’s space station progression system for me?

I don’t have access to EAW at the moment and can’t seem to wrap my head around it via the wiki—what is their space station progression system?

Why were there only seven visiting engines in The Fat Controller’s Engines?

In the Fat Controller’s engines, despise 8 of Sir Topham Hatt’s engines going to London, only seven arrive to take their place on the North Western. Why? I know people like Rexeljet have headcanoned that Toby didn’t have a replacement but i don’t quite know why.

Artifacts from the Peel Godred Preservation Society Archives: Untitled Photos of BR No. 59704 ‘Gordon’ at Tidmouth, March 1968

Though their provenance is lost, these two photos remain as telling examples of the state of the North Western Region of British Railways shortly before its privatization by the Sudrian Government in August of the same year.

Presented are two photos of No. 59704 (ex-NWR No. 4) ‘Gordon’ pulling into Tidmouth, ready to depart with the 6:55 Wild’Nor’Wester to Barrow-in-Furness. Unlike what many people suspect, Gordon is seen here in BR Blue—the North Western was forced to comply to British Railway’s livery scheme in 1950, starting nearly two decades of conflict between the two. Of course, the publishers of the Railway Series thought it would be “too confusing” for the children, and thus the transition never occurred.

The second photo also shows BR No. 59102 (ex-NWR No. 2) ‘Edward’ arriving with his Early Commuter Special from Suddery. He, too, has been repainted into BR colors, though he was not afforded the luxury of remaining blue.
