Grease-like stuff on controller

I purchased this Super Nintendo + Sega Genesis/Megadrive Arcade controller (apparently from the brand Viper, although there's a similar brand called Naki that made a similar controller) and decided to open it to clean with cotton-tipped swab and Isopropyl Alcohol. Then I saw this caramel, grease-like stuff on the PC. The other side seems to contain the same stuff, but much lighter (see pictures).

Is it OK to clean it with Isopropyl Alcohol? Or should I just leave it?

From what I could find about this controller, this is a controller from the 90s, so I might be the first person to open it in decades.
