it lives there, spotted many times before around the same location

I went platespotting in Paris recently and this is the most interesting plate I found. Paris is a fine platespotting location but I advise not going in August for best results.

Is it fake? It doesn't look right and I don't know enough about USA plates to say for sure.

Would anybody know why the front and back plates are not identical?
