Can someone please tell me Pros and cons of living in Rustomjee L1, Virar west?

In AC Local at 10:08 AM and 10:20AM from Virar to Bandra do we get rush in these trains like other non AC trains or do we get seats to travel conveniently

I am planning to buy a property at Rustomjee L1... Virar west opp Graden Avenue K. ​

I have heard that there are frequent issues with regards to

1. water supply

2. Electricity disruption frequently especially during Summer that too for hours which affects our electronics.

3. Seepage problems duew to low quality

4. During festival season late night disturbance.

5. what should be my final offer for 2 bhlk all inclusive.​

Can someone please clarify whether these

issuesissues are true and still exist or things have improved.
