District 1-4, 7, 13, 17 have minimal/no changes

Due to the minimal/no changes in said districts, its VRA compliant and democrats have reliably safe blue districts

All districts are blue from the 2008-2024 presidental elections (with the exception of 2012 for some odd reason) meaning it’s surprisingly not a dummymander.
