Unable to use the ”baggage recheck belt” after customs for INTL - INTL connection

I arrived to JFK Terminal 8 from Helsinki Finland (Finnair) and had a connecting flight from Terminal 4 with LATAM Airlines to Lima. I was under the impression that I could simply drop my checked luggage on the recheck belt that’s in the room after terminal 8 customs, but an employee at the belt told me that I need to take it to LATAM counter in terminal 4 and recheck it there. I had a single ticket and my bag was checked all the way to Lima in Helsinki.
That was not really an issue then but on my upcoming returning flight my connection is really short (1h 45m) and I have to go the other way around so I’d like to conserve as much time as possible.
I will be arriving to Terminal 4 from Lima and my connecting flight departs from Terminal 8. Do I have to take my bags with me to Airtrain and check them at Finnair counter?
The ”recheck belt” worked flawlessly when I used it before at DFW but it was strange that I couldn’t use it at JFK, even with the single ticket and final destination already tagged. Does it depend on the airlines used?
