I just lost a game to Gorgo culture without even meeting her.

I'm playing Barbarossa on large continents (12 10 players) on Emperor. In the middle of conquering my continent I got a Gorgo culture victory screen but I have only met 4 other civs.

I have a bunch of wonders built/captured, I have a few +3 theatre squares with filled archaeo museums and a couple paintings but apparently most of my citizens prefer to go on vacation to a different country which we never heard of.
