[IL] Is it possible to be black-listed or flagged by HR for too many attempts of applying?

I applied to the internal transfer without telling my manager. My manager tried to retain me by offering a direct report hiring under me and possible promotion. My transfer didn’t go well. I told my manager and my manager canceled hiring my team member and hired another person over me.

I was furious but stayed professional. Told her that I am still interested moving. She didn’t react to that. But now weird thing is that I never get a call back or initial screening call for the positions I internally applied to. It’s not even within the same department, but across different division of the same company. I used to get 10/10 at least a screening call because I am being reasonable when applying. Now none. I stopped applying internally now after not getting call for 6 positions I applied. Now I am certain my boss asked HR to flag me, is it even possible?

I don't see career path in the current team, do I still accept the promotion?

Let's say I am operating as a grade 10 and got a promotion offer to a grade 11. The thing is that I am certain that my function is not aligned with the current team, like I am a sales person but my current team is re-orged and became a finance team. I dislike my manager because she is externally hired with no knowledge about our business, creating lots of friction, unnecessary political noise, and the new way of working etc.

Then, because I have been here long enough to know and understand how things are working across sales and finance, I was recognized and being offered the promotion, while I am currently looking for a position elsewhere. Should I take it for now until I get a new position, or should I decline because I feel like I will have more responsibility, accountability, and meeting requests if I take this offer. Most importantly, I give a rat's-azz about this team I am in and hope my manager doesn't get the credit for the work I do.
