Stolen phone

I ordered a phone off swappa and my package got delivered to the wrong address. The lady who lives in that home swears she never received a package although USPS has proof they did. I never got to activate the phone or put it under my name or phone carrier.
Is there any way that I can block access to the phone with just the IMEI number? Will that work even if it’s not under me? I tried going to my phone carrier and they said to call 611 but Im not sure what that will do (or what it even calls to).

Possible stolen phone

Im not sure if this is the right thread to post this on but Im a little desperate for help.
I recently ordered a samsung phone online and my package never arrived. I live in a trailer park so I mailed it to my bfs house thinking it would be safer. He tells me none of his family had seen a package get delivered and his ring camera also has no proof of it ever arriving. Asked neighbors in case too, but still no luck.
USPS is no help either, as theyre just saying the carrier delivered it to the house and to check with family/mailbox to see if it’s there. They recently called saying it will be escalated to the delivery department but who knows if that will help.
Now Im wondering, is there any way to search for this phone with just its serial number? I asked my coworker what I should do and he mentioned “playing detective” and looking through different carriers to see if it’s been activated, and thats if it was actually stolen. I have no idea if that would work or how to even start.
Is there any other way that Im not thinking of to find the phone or is this a lost cause? And is there any other way to try looking for this package through USPS?
