Hi, I got selection of succulent/cactus cuttings, what would be the best way to propagate them?

What's that? Mites? Fungus?

Hi, I had this hoya cutting for a couple of weeks in water waiting for roots. With time more and more brown stains appeared under leaves. I took pictures with zoom to see if it is mite infection but I cannot see any pests 😐. PS. More pics in comments. How I can treat these?
