Is 3 tomoe 5ks Sasuke's reaction speed ~ to early kcm1 Naruto?

He managed to completely dodge and counter an attack from bloodlusted v1 A4 then reacted to him in v2 with MS.

While kcm1 Naruto was initially struggling to get past v1 holding back yet A4.

What do you think guys?

Why is bleach verse considered higher than Naruto from power scaling perspective?
