I've been getting some stuttering during gaming and video playing and also blue screens with WDF violation codes from time to time
I noticed during those stutters that an instance of Windows Explorer was utilizing 100% of my GPU when I looked at task manager
I have also seen all these instances of WE and Device Census running in the background
Does anyone have an idea is this normal or what?

I've done a clean installation of GPU drivers today and the problem persists
