New-build house in Ireland (construction started in 2023) – No EV charging provision. Is this a breach of the Building Regulations?

I bought a new-build house in Ireland, and construction started in 2023. From what I've read, the Building Regulations (Part L Amendment) Regulations 2022 (S.I. No. 535 of 2022) require new dwellings with a parking space to include infrastructure (such as ducting or conduit) to allow for the future installation of an EV charger.

My house has a driveway, but I can't find any EV charging provision, and the builder hasn't been able to point out where it is.

Has anyone dealt with this before?

Is EV charging infrastructure mandatory for a 2023 new-build house?

If the builder failed to install it, is this considered non-compliance with the Building Regulations?

What are my options if the builder refuses to rectify the issue?

I'd really appreciate hearing from anyone who has experienced something similar or has knowledge of the regulations. Thanks!
