Is it true that, despite owning the free wh3 version, buying another copy either on steam or a third party key, would get me the license to the game, with that granting me full acces to the game content?

Which do i buy: WH3 or the upgrade pack

i own wh2 and i got the free version of wh3 installed, if i want to buy another copy on steam it says a copy wont be added to my account. What if i buy the game/key externally? will i get acces to the races\upgrade pack or will nothing happen and i will just get an additional copy of wh3?
