Phones having issues charging regardless of outlet/cord/block

I’m having an issue with phones charging in my apartment. It started last week when I was using a block to charge my phone in an outlet, and it showed the charging symbol, but the percentage was not going up at all. I tried moving it to a different outlet and it still didn’t work, so I figured there was something wrong with the block, and moved it to charge in my bedroom. It worked fine there.

However, last night I used that same working outlet/block in my bedroom and the issue happened again: charging symbol was on but the percentage wasn’t going up. So then I assumed maybe it was the charging cord that was the problem.

But it gets weirder. My dad visited the other night and brought his own block and charger, and the same thing happened to him! Charging symbol on, no percentage increase. I ended up having to use my type C laptop charger as a last resort and it worked perfectly fine.

So, idk what the problem is. First I thought it was my charging block, then I thought it was the cord, then I thought it was my phone itself that had the problem. But since it’s happening to other people’s phones in my apartment I’m confused. Everything else connected to my electric is working fine, my airpods are charging, etc. It’s just the phones that aren’t charging even when I try different blocks/charging cords/outlets. The only one that will consistently work in my laptop charger. Does anyone have any ideas what’s going on here?
