Less than minimum wage on annual salary?

Is it normal\legal to offer a 29000 pounds position for a 45 hour workweek (paid hours) which on average is less than minimum wage salary?

I heard that the average should not be below it.

We are in the middle of purchasing a 1970 standard construction house, it is in a good condition from what a non trade person can tell. Only thing it seems it needs is new windows. How do i know if a level 3survey is needed? Should we even think about it?

How likely is that the wiring needs redoing? For example?
