Can't switch between Brush and any other tool

So since early this year, (after the new version) I updated it and sometimes my CSP decides he doesn't want to switch between tools, using the shortcuts.
The Temporary fix I have is to click outside the CSP window and click back into it. Other "fix" I've seen people do is enabling "win Ink" but I don't want to, it messes with my pressure settings and I don't like it.
Does anyone else here have this problem?
