Being billed over and over again.

I had Verizon Internet for a while and loved it. Soon I moved homes and I needed to switch ISPs. I cancelled services in the beginning of February and told the rep I wanted it to be cut off at the end of the month. I was then sent a bill for the following month and called back to ensure no mistake. They told me that my bill will be dealt with and to send my equipment. After equipment sent I was sent a $200 bill and told my equipment never sent. I sat on the phone for hours this week with a rep to get the issue resolved and was assured that not only would I not be billed again but I would be getting a check because of the overcharge. It is now 4 days later and I’m being sent a $405 and I’m so confused. This has been the most stressful break up I’ve ever been in.
