Female cat spraying almost everyday, what do I do?

My family adopted a bonded pair of sibling cats (boy and girl) about 3 and a half years ago. They are both very loving and fairly well-behaved.

However, about a year and a half ago, our female cat started spraying in our downstairs living area. At first, we thought it was a territory issue; we get lots of strays on our porch, and they wander everywhere in our neighborhood. My mom used the special Feliway diffuser and cleaned with the cat cleaner that neutralizes the smell. Eventually, we had to put little mats down that have rubber spikes to stop her from going to the wall to spray.

My mom took her to the vet and they did not find anything wrong with her. She's spayed, no UTI, no other health issues, and suggested she might just be anxious. She was prescribed an SSRI (kitty prozac) in cream form that we rubbed on the inside of her ear every day. This worked for about a month and then she started spraying a different area downstairs, so we upped the dosage. This also did not fully stop her so we had to put the rubber mats down in that area too. We have also tried having multiple litter boxes.

She has now started spraying in a different spot downstairs and my mom has grown discouraged about what she should do. We absolutely do not want to give her up; she is happy and calm with us and she loves to snuggle. We know that there isn't anything we do that could be stressing her out. She is eating, drinking water, and playing as usual. She is very close with her brother cat and they play and cuddle with each other all the time.

We are thinking maybe she's upset because her favorite toy broke about a year ago, and we never replaced it (it's a bit pricey), and we think maybe she's signaling that she's pissed about that. I've thought about maybe getting her one of those outdoor mesh enclosures to see if maybe she just wants to be outside for a bit. My mom is also thinking of taking her to a pet psychic as a last-ditch effort.

We love this cat very much, and we want her to be happy, but we are running out of ideas. Does anyone have any advice for what else we could do?
