Mod idea: risk of failing potion creation.

After playing an alchemist I noticed that you can easily make dozens and dozens potions: ingredients scattered everywhere in Skyrim.

So I am thinking: what if you have a chance to fail potion creation that depends on your skill level? Lets say, 50% risk of failing when your alchemy skill is 0, and then chance of success improves by 1% for every 2 skill levels (up to 100% succes chance with skill level 100).

Can this be made with SSEedit or some simple script. Do experienced mod authors have any advice how to achieve this?
