Is it normal for bank staff to open and record debit card details without my consent?

I recently had an alarming experience at my bank branch regarding a returned debit card, and I’m looking for advice on whether this is standard procedure.

A few months ago, I requested a replacement for my expired debit card. I received notification that it was issued and being shipped via India Post, but after seven days, I received an SMS stating the delivery failed and the card was returned to the sender.

I visited my home branch, where I was told it would take 15–20 days for the returned parcel to arrive. When I returned after 15 days, a staff member located my parcel in a pile of returned mail. To my shock, instead of asking for my ID to verify my identity and handing over the sealed envelope, the staff member tore open the package without my permission. He then removed the card and began manually recording my full card number and CVV into a file.

When I objected to him recording my sensitive security information, he called over another staff member. They became aggressive, claiming that recording my details was "under RBI guidelines." I refused to accept the card under these circumstances and left.

I have an audio recording of the entire encounter. Is it ever acceptable for bank employees to open a customer’s card envelope and record the CVV and card number in an unencrypted file? What steps should I take to report this, and how can I safely retrieve my card?
