There is this house nearby and they have 2 huskies that are never let out of the garden and are super untrained.

They used to constantly bark at anything like crazy until one day they both just mysteriously stopped. Even when I walk past them with my dog they just run along the fence and do strange "noises". My mother thinks the owners might have done something to the dogs vocal cords. Before that it looked like they used electric collars too, which aren't legal here in Germany.

Its not like we have actual evidence for anything, should we still try to report them anonymously somewhere?
