Allowing Dispel Magic on a detected Modify Memory

Hey yall, so I screwed up. I DM for a party of 3 experienced players and 1 newbie. There is an NPC who has a very high level Modify Memory cast on them, and their memory was modified to forget some incredibly important information meant for the party much later than now.

When the players first encountered this NPC, they immediately thought something was fishy related to their mind or memories, etc. Up until this point, the new player (a wizard) hadn’t really engaged all that much or contributed during the session or previous one. Trying to get them involved, I reminded them of the Detect Magic spell they had. They very excitedly cast it and detected enchantment magic. Everyone was super excited to learn this, and the druid declared that he would learn Dispel Magic on the next level up (Level 5).

After session, I immediately reread Modify Memory again and it dawned on me that it should not have been detectable as it is a permanent effect after the casting. But, I also feel like it is only fair that something magical that is detectable can be dispelled. What would you do in this situation?

Hello! I recently bought a house in Columbia and have a wonderful backyard where I am hoping to build a garden. Are there any rules or regulations for what is/is not allowed? Where can I find them? Thank you!
