Help in identifying Color Bands

I am assessing a rotation meter that went through an arc flash event to see if it's toast. The color bands on the 3 resistors are one color in top, but if viewed from the side they fade to a different color.

Do I use the top of the resistor for color or the one on the side that wraps underneath? All 3 are reading 39.98 ohms.

B phase (minty blue resistor, red wire) is the connection that had the issue. C phase (forest green, orange wire) did get some glancing damage. A phase (also forest green, black wire) seems fine.
