Why wasn't it obvious to David Wallace that Charles Miner was a bad hire?

Within a day of hiring, the manager quit, and in a couple of weeks they were being beaten by a startup.
Michael's situation definitely should have not been escalated to that, as I feel it is management 101 to not make big changes the very first day, especially when it pisses off the current manager
While it can be argued that Michael wasn't the norm(as Micheal isnt the norm)he tells David, Jim, whom David loves and knows to be a good worker, is a disappointment. I feel like that should have made it obvious that he is a poor judge of character. He was also an obvious kiss ass which I feel wouldn't impress David
David still encourages and says that he is a good worker and is very valuable. I wonder why it wasn't obvious that he was not a fit to the workplace
