If remote play on mobile/laptop doesn’t work on a network, is it safe to assume it won’t work on ps portal either?

I am contemplating buying a PlayStation Portal, but I have noticed that PS Remote Play on iOS does not work when using my 5G cellular data or the external Wi-Fi network I access at a second location (not my home). I am assuming this is likely due to NAT type restrictions.

I have a premium PlayStation Plus subscription, do you think cloud streaming games wouldn’t work either? Alternatively, is there a known workaround for this issue? Are there any other options available, or is manually configuring a VPN or Tailscale a viable solution?

Remote Play works perfectly on my home network. I also sometimes use Chiaki on my PC in the other room as my PS5. And the stream on PS plus app on windows have limited PS4 titles and horrible latency! However, I am rarely at home, which is why I want to purchase a Portal.

As a side note for my fellow Canadians: I am currently with Public Mobile on a 70GB per month plan. I was considering getting the Rogers backup mobile hotspot for my second non home location where I spend most of my time, which offers 100GB for about $15 a month, but it seems they also use a closed NAT.

I would welcome any suggestions or recommendations before I head to Costco this weekend to pull the trigger! (OR NOT LOL)
