WhatsApp + normal calls both fail after one ring, but the person can call me — what could cause this?

I have someone I speak to every day on WhatsApp. We text a lot and I can see their profile picture/DP normally.
The weird thing is that I cannot call them.
WhatsApp audio calls: rings once, then gets declined/disconnected automatically.
WhatsApp video calls: same thing.
Normal SIM/mobile calls: also ring once and then get declined/disconnected.
This happens consistently.
However, they can call me they have successfully called me multiple times, both through WhatsApp and through a normal SIM call.
We can text normally with no issues.
I can see their DP and everything else on WhatsApp.
So I’m confused about what could cause this. Is there some iPhone/Android setting, call-blocking setting, Focus mode, carrier issue, or other configuration that can selectively prevent my outgoing calls to this particular person while still allowing them to call me and allowing WhatsApp messages?
Has anyone experienced this exact combination?
I’m specifically interested in technical explanations, not just “they blocked you,” because the fact that they can call me normally and WhatsApp is otherwise completely functional makes me wonder if there’s some weird device-level setting or bug.
