So, we know that with the Shaper of the Elves dead, the Elves can no longer reproduce. At the same time, the ritual that Thjazi was preparing for the Hollowed Round seems to be to free the Souls of the Orcs from the River Gavzidra and free their people from the tyranny of the Shapers. Can't Veolus do something similar with the Stone of Nightsong and repurpose it from ferrying the souls of dead Elves into bringing life to new Elves? Turning Swords into Plowshares. Inverting Death into Life? It wouldn't literally make new Life, but something much simpler, it would make them fertile and biology would do the rest of the job.
