I started playing 1.0, but didn't even make it to the next update. I stopped playing gacha games in general for a while, but I'm thinking about starting again since WuWa increased in quality a lot from what I've been looking at.

The thing is, I looked at the banner history, and is it true that a character is gone after 3 banners? I really want the old characters like Shorekeeper and Jihnsi, but is it worth starting again if I can't get them? I don't want to endlessly save to never see them return again.

How easy is team building? What should I do if I got the new character Lucilla? Is it easy to catch up to new content?
