Mostly, this issue happens for people who have already registered or previously filled the application. Try using the “Forget Application” option first. If that still doesn’t work,ditch your own phone number and mail address. Use a new phone number or borrow one from someone from your family who hasn’t created a DigiLocker account yet.
Go to New Registration → click New Sign Up under DigiLocker login → create a new digilocker account and register using your PAN number. Now it will redirect it to NET Application and While giving access here, allow only PAN card access. After that, you should be able to open and fill out the application without issues.
🔴NOTE🔴 Don’t try using your Aadhaar number or an email ID any info that was already used for previous registration attempts while setting up the new DigiLocker account or registration.
