Lattice mounting ideas?

I have three 36" x 60" resin panels that I want to mount to a stucco wall that has foam backing (no ply or OSB). These will be used for creeping star jasmine. It is on a pretty poorly built tract house where I don't think they used measuring tapes to layout the wall framing, so no guarantees that if I can find one stud, the next one will be 16", 19.2" or 24" away.

I've used standard plastic anchors for other projects that were light weight, and tried those spring loaded wing style toggle bolts for heavier things (outdoor TV - but I did find one stud, so that pretty much took the brunt of the weight).

I'm not confident that those 1/4" toggles will do much in the foam backing. The best solution would be to open up the drywall on the backside and install some 2x wood blocking, but hoping that there is something easier that will hold the weight (about 60lbs total - lattice plus the vines). I have thought of mounting the lattice to galvanized pipe and sticking that in the ground, so there's that.

Does anyone have any good suggestions?
