Reloading safely for the Vetterli Carcano

I am brand new to reloading and just got the rest of my equipment, I've figured out how to use it all and have all my components, I'm reloading some of my used 6.5 carcano brass for my vetterli and have settled on using 22grains of H4895 powder as my starting load with .264 140 grain bullets. I guess I just want some reassurance that this is an OK load to start with. My lee reloading sheet says to start with 28grains for a carcano and I'm well below that, while all my internet searching has resulted in forum and reddit posts bouncing between 22 and 28grains of various powders.

I think I'm in within general safety margins for a few reasons. First my bullets are slightly undersized for this caliber by about 3 thousandths (my understanding is this helps reduce the consequences of having too much pressure) I have fully cleaned, scrubbed, and gone through every nook and cranny of this rifle and its in very good condition, and finally I'm on the lower end of most loads that I've seen across the internet, caveat that they're not official sources.
