Question regarding processor performance
Is it normal for the CPU load to fluctuate so much during regular use? Could this be causing the CPU to overheat?

Hello, I built a new PC a month and a half ago and encountered freezes in games.
Let's start with the fact that when I test the PC using OCCT in Power mode, the processor frequency drops when PBO is set to -25. When I test only the processor, the frequency is around 5100. In games, the frequency is normal (5225). Temperatures are also around 50 degrees Celsius, but when I freeze, my graphics card drops the load. As far as I know, this is normal.
When I disable PBO, the freezes become even more severe. Perhaps this is a game-specific issue; in PUBG, they are less frequent, but they still exist.
Specs:
Ryzen 7 9800x3d
Msi RTX 5070 Ti Gaming Trio OC
32 GB DD5 6000 MHz CL 36 (Corsair Vengeance DDR5 6000MHz 32GB)
Power Supply: Deepcool PN850M
-Asus Tuf Gaming B850M Gaming Plus WiFi
At one point, when I was testing the PC in Power mode, the problem disappeared; it seemed like the freezes even disappeared, but then they returned.
I'd also like to add that when I try to open "Power" in Windows settings, the settings completely crash. I built the PC myself, following YouTube guides. The original graphics card was an RTX 5070, different ones, and I returned it because I thought the problem was with the graphics card. With my very first MSI RTX 5070 Gaming Trio OC, everything seemed fine, but I had a couple of micro-freezes. I returned it because I had a similar one from Asus for 150 euros cheaper. I bought that one, but it turned out to be broken. Then I got an Asus Prime 5070, and it was fine, but I wasn't happy with the temperatures. I returned that one, too, and there seemed to be almost no freezes. Then I got an Asus Tuf Gaming 5070, but then I started experiencing micro-freezes, and at one point the PC completely froze on the desktop, so I returned it. A week ago, I decided to get an MSI RTX 5070 TI Gaming Trio OC, but I still had freezes. I tried reinstalling Windows, but that didn't help. I don't think it's a graphics card issue, but I'm not denying it either.
Below I'll add photos from tests and game performance data.
Perhaps someone has encountered a similar problem or knows a solution. I've scoured the internet and can't figure out what the problem is.
I'm using a translator, so I hope you understand.
