Unlocking a higher tier of a building should not prevent you from building a lower tier.
I was playing as Portugal, decided to play as a New Zealand colony just because why not. The issue I am facing is that because of my technology, all guild buildings have been replaced with workshops which often require more advanced resources and lack other production methods. For example, the dye workshop only has one production method that is alum and lumber. I don't have alum. If the game would allow me to build an outdated dye maker instead, I could just use lumber, but the technology removes lower tier buildings. They also cost a few hundred vs a few dozen so kick starting an economy can take significantly longer. I can attempt to trade it, but still think you should be able to build outdated lower tiers.
