I mean, she's not an officer or referred to by any rank. And yet Tuvok occasionally threatens here with "If you disobey my orders again..." and such.
But she also has responsibilities on the ship, the computer accepts her commands to "deactivate holodeck safety protocols" and so on. So it's a confusing situation.
